In this “Else Worlds” story, Superman Red Son Superman has been ruling the Earth as a communist dictator since the death of his mentor Joseph Stalin.  As a sign of devotion to the cause, a museum hosting the glorious efforts of Superman to rid the world of capitalism has been constructed, and it is quite a hit with the proletariat.  However, one person in this communist utopia doesn’t see Superman as a savior.  Batman sees Superman as a dictator who has subverted freedom. 

Economic systems are ways of coordinating economies.  Systems may work in theory, but no system is perfect, even if run by Superman.  Karl Marx’s communist system, as does any system, involves tradeoffs.  In this case, Batman is calling out the system that may provide food and clothing for all, but lacks the freedom to do anything other than what Superman tells you to do.
